The Northern Wolf Armor is the only armor that will protect you from not only standard damage, but also frostbite and other types of cold damage.
Getting this armor won't be easy: you may come across some of its parts during the Merchant Escort event, in dungeons, when visiting the Gatekeeper, in the final chest of the Underground Shrine, and at the locations of neighboring castles.
